Project Management Specialist, Climate Change Adaptation Job in Kenya


The United States Agency for International Development (USAID) East Africa Mission seeks to fill the position of Program Management Specialist - Climate Change Adaptationin its Office of Regional Economic Growth and Integration (REGI). 

The position is open to qualified Kenyan citizens and is based in Nairobi. 

The selected candidate will be required to travel within the East Africa region.

Basic Function of the Position:

As a member of the Global Climate Change and Environment Team in REGI and working under the direction of the Regional Climate Change and Environment Team Leader, the incumbent will
  • provide expert technical and policy advice and serve as technical lead on issues related to climate change adaptation and transboundary natural resource management, including freshwater biodiversity conservation and integrated water resource management; 
  • offer strategic direction for USG-funded activities that foster improved climate resiliency/adaptive capacity; 
  • deliver technical support services to African regional partners and USAID bilateral missions;
  • represent USAID with partners; 
  • facilitate donor coordination; engage in policy dialogue with senior representatives of regional-level governments and implementing organizations; 
  • and perform a range of other tasks as required.
Required Qualifications:

  • Education: The multidisciplinary nature of the position requires a Graduate degree (Master’s degree or higher) in a relevant field – climate studies, geography, international development, agricultural science, natural resource management, freshwater biology or any other related field.
  • Prior Work Experience (40% of evaluation criteria): Minimum of five (5) years of experience in implementing development programs, managing donor programs and/or working in the development sector. The ideal candidate should demonstrate a clear progression in their previous work experience and have experience working on issues related to climate change adaptation, biodiversity conservation and/or natural resource management. Specialized knowledge and demonstrated expertise in program implementation and/or management. Proven ability to work effectively with high-level personnel from government, donor community, implementing partners and other development organizations.
  • Language Proficiency: Fluent English is required. The applicant must demonstrate ability to prepare and deliver well-written reports and oral presentations in English.
  • Knowledge (30% of evaluation criteria): Thorough understanding of the key challenges faced in East Africa, and a proven ability to develop and implement innovative solutions to such challenges. Strong knowledge of technical, scientific, and policy issues related to climate change adaptation, natural resource management, water resource management and/or biodiversity conservation is essential. Should possess demonstrated experience working collaboratively with institutional and governmental partners and stakeholders in a multi-country setting, particularly regional institutions like East Africa Community, Lake Victoria Basin Commission and regional research organizations.
  • Skills and Abilities (30% of evaluation criteria): High-quality organizational, interpersonal, planning, writing and oral communication skills; self-motivation and the ability to work independently in an efficient and timely manner; analytic and problem-solving skills; and ability to work in a cooperative, team-oriented manner. Ability to shepherd and manage projects in various stages of design and implementation. Incumbent must be dynamic and pro-active, with an eye for detail. Ability to develop and maintain strong working relationships across cultures and with a broad range of development partners.
